When I used to belong to a health club near me, I often used to swim in a long-sleeve polyester sweatshirt with a short-sleeve "SWAMP" white teeshirt over it, and ankle-length tracksuit trousers.
I actually got official permission when I joined (as my condition of joining -- they wanted my money, and I said I would only join provided I could wear stuff in the pool, for training purposes).
They said it was OK as long as I didn't wear those clothes anywhere else (for example, not in the gym for working out) and I shower in them first before swimming.
(No shoes though, as they can damage the pool tiles as well as injure adjacent swimmers)
