I guess the reason for swimwear underneath is that some tests required people to undress in the water. The days of coloured underwear were still some way off, most of it being white, which of course was completely unsuitable.
I remember watching some kids removing the pyjama trousers whilst treading water, and tying a knot at the bottom of each leg. If you put them behind your head, and opened the waistband, when you flicked the trousers forward they filled with air making a makeshift boyancy aid.
Guess that's the reason for swimwear underneath.
