When I go for a swim with my wetsuit and rainsuit it is usually raining. I often wear with my hood up, especially when it is raining very hard. I like the idea of letting people think I am well prepared for the rain, but in fact I am completely soaking wet. Otherwise as I am doing this just for fun, it just depends on the moment. Laying back in the water feels great with hood up. Hood down is great to cool off a little bit while walking.
