In my local public pools the rules won't let me wear everything I'd like to wear. Outdoors I often don't feel warm enough to enjoy going into the water, maybe for medical reasons. So I can't really compare the two.
In a public pool: in recent years I've habitually worn black running tights (hey, sportswear, on-topic in this forum) and a clingy black sleeveless top which is actually an acrylic sweater. The tights stopped me getting cramp in my leg muscles when the heating had a fault. This "modest" costume feels good - I feel clothed - which helps me to swim better. No-one has ever objected to it.
In a lake/river/sea: I've most often worn a long-sleeved T-shirt - usually tan, which turns dark brown when wet - and old, faded, snug-fitting jeans. A layer of clothing covering my body, even just thin cotton, feels great in the water, adds a bit of warmth, and greatly reduces the risk of sunburn.
Let's enjoy getting wet any way we can!
